Momo wheel help

I recently installed a Momo Sport wheel in my White '91..

1. The horn does not work even though it is connected. How do i fix  this?

2. If the horn does not work, then logically trying to hook up the cruise
will not either?

Is this no power issue related to the design of the rings on the back of  the
stock wheel vs. the Momo wheel? If so, how to rectify this?
