Radiator cap

My SE-R is borderline-overheats - it will run at normal temp for a while,
then the gauge will start climbing, then eventually it will drop back down
to the normal zone, etc. Since I observed this I run the heat to keep it
from overheating.

Since the car sat for so long, it seemed like a good idea to do a
cooling-system service - replace t-stat and radiator cap (they're cheap and
easy), radiator hoses, drain and replace coolant.

(I haven't checked to see if they electric fans are going on, but they
never misbehaved in 200k miles - indeed, the car has only been overheating
since its revival.)

The curious thing is that I can't take the radiator cap off. The radiator
is not original - it was replaced after a collision in about 2000. Cap can
be loosened to relieve pressure, but I just cannot get it off. I see
nothing that indicates that this is the way it should be.

What is going on?
