This happened the first time for me when I got my car up and running
with the turbo.  In my case, it was the wastegate actuator.  The bracket
  holding the actuator to the T25 had been hacked to fit in the car (the
turbo originally came from a DSM).  The result was not enough tension to
  hold the wastegate shut under boost.  We tightened the tension on the
actuator rod a bit and voila - 12 psi.
