Failed CA smog, need some help...

Jeffrey, it would appear your car has more than one issue causing your smog test
failure.  I'm surprised to see that the car passed the CO tests when the HCs are
so high.  When rich, there should be high CO in the exhaust.

As JP wrote, retard your timing a couple of degrees to reduce the idle NOx.  For
the HCs, check or replace the O2 sensor.  If the car drives okay, your cat is
probably still good.   Check to see if your fuel pressure is too high.  Before
your next test, drive the car hard to make sure that cat is fully warmed up and
functional.
