Because that is what it is... what would you do in the event you are
driving along, and your brakes failed due to a cracked brake line,
spewing all the brake fluid out? You would use the emergency brake,
which isn't hydraulic. There are lots of people who don't use it while
parking, like those with automatic transmissions, or those who park
in gear on flat terrain.
