In SCCA Street Prepared classes, cross-drilled rotors are not allowed.
Local regions can run their own "interpretation" of the rules, so that is
probably why it's legal where you are.

Cross-drilled rotors are allowed in Street Touring classes, but so are big
wings and body kits.
