Bad valves, cam timing off, not doing the test right, low battery. It would
help to know the pressure for each cylinder... If they are all the same,
most likely it is cam timing. If you just have one or two low, might be a
valve or ring problem. Stick a tablespoon of oil in the low cylinders and
repeat the compression test. If it gets better, you have bad rings.
