91 NX2000 low miles - worth picking up?

Long time lurker, posting again.
 
I've had my eye on a 1991 NX2000 with 68,000 miles on it for some time now. The current owner bought it last year from the proverbial "little old lady" who only took it out on weekends. It's not in perfect shape, but it's a garaged, California car, no rust anywhere, no dings or dents, good mechanical shape. Interior is not perfect (driver's seat not great) but otherwise nice. No options at all except air.
 
What do you think is a fair price to offer? I think he wants close to $4,000, but that seems a little high. On the other hand, I've been searching for a low mileage NX2K for 2-3 years and this is the closest I've come...
