The smog test are basically the same as in the U.S. Visual inspection,
to ensure you have all
emmision related equipment on, and next, tailpipe emmission test on a dyno.
Max values permmited are;
CO Vol. 1%
O2 Vol. 6%
CO + CO2 Vol. 7 to 16%
HC 100ppm
NOx 1000ppm
I don't know for sure about a reciprocal agreement, but I guess there is
one because beginning this
year, we can purchase and resell US cars here in Mexico. There is an
agreement for sure at border
level, but don't know the content of it.
Safety requirements are quite different, you can see it on mexican B13s,
for example, the side markers
are non existant because they're not required.
