[admin] list now rejects non-subscribers

I have changed the list configuration. It now will reject outright
any e-mail from a non-subscriber. The vast majority of non-subscriber
email sent to the list is spam, and wading through it is a PITA. If
you get rejected, please send a message to se-r-owner at se-r-list.org,
and you will be added to a list of permitted addresses.

If you already know that you need to send messages from an
address other than your subscription address, send email to
se-r-owner at se-r-list.org and let us know what addresses to permit.
