Update:
Positioned the motor at TDC compression and removed
the tensioner.  Pulled enough slack out to be able to
rotate the exhaust cam one tooth, making 20 pins
between sprocket marks now.
Put things back together and fired it up.  Engine runs
like a champ with the distributor back in the middle
where it belongs!  There was a distinct tapping sound
coming from the motor which eventually went away.  An
archive search revealed that the noise I was hearing
was probably the lifters "pumping up."  The motor had
been down for several days and I probably rotated the
crank by hand 30 times or so during that time.
I think the cam timing problem is fixed now, thanks to
the support of you listmembers and the info in the
archives.
Oh there is just one more thing.  Now there's a faint
"jingling" sound coming from the timing chain area.
My chain shouldn't be loose -- it's got a brand new
tensioner and the chain itself appeared to be in great
shape at 130K miles.  I think it's the uppermost chain
guide (shield rather) that appears to do nothing.
A post by Jez in the archives says that the part is
nonessential and that it isn't present in later SR20
motors.  He removed his with no consequence so I'll
try that and see if the noise goes away.  I will post
my results.
