Fog light help, PLEASE.

I have a 1991 Sentra SE-R. The fog lights are not working. The bulbs
are good, the fuse is good, as well as the switch. I checked them all.
Even the fog lights are gounded properly. I went out and bought a new
resistor and installed it and received a puzzling response.

With the headlights on, the fog lights do not work nor the fog light
switch light (little green light). With the headlights off, the fog
lights still don't work but the fog light switch light works and the
resistor (Bosch resistor located in the upper right corner of the
engine bay) itself makes a buzzing whine noise.

I'm confused, what could be making this happen?
