cat - failed emissions

well, failed my emissions test. even after cleaning the EGR. tech said i need
a new cat.
also said i need a 3 way cat? i have never heard of one of these, i was hoping
to just get a Catco direct fit from Summit... this should work right?
here are the #s from the sniffer test:
25/25 Test
HC - 156
CO - 0.58
NO - 3608

50/15 Test
HC - 163
CO - 0.47
NO - 4296

are these #s consistent with a bad cat?
