Bowser-Morner in Dayton, OH did the aerospace grade job on mine for $90
[!!! work paid for it, not me ;)]  And that was 5 or 7 years ago.  But we
had another source that did non-certified calibrations for $12.

Do you have any contacts with local machine shops or factories?  Any small
to mid-size shop with ISO9000 or similar certification has to have a
documented gauge calibration process, and probably sends out a lot of their
stuff.

Also, Googling for '"torque wrench" calibration' gets 3100 hits.
