QR's oil consumption again

Please don't flame me for this! I know this had been discussed before and
somebody here told ( I forgot who ) me from what I understand that QR's oil
consumption had been fixed before the final engine's production, this means
that the pre-production units had that problems that never went public.

Now I've read this same issue again from www.specplace.com

The article claim that the American QRs have FEDERAL MOGUL parts and AMERICAN
MADE piston rings, while JAPANESE QRs  has the NISSAN brand parts.
And Nissan decided to go back to its own brand to fix the problem.

This might be true, co'z I heard people really had the oil problem. What do
you guys think?
