Is the FAQ right? - tire diameter effects on bottoming out

In the FAQ near the end of the "Suspension" portion, the subscriber,
frustrated at bottoming out with his Eibach/Tokico/ST combo, noted "upping the
tire size to 195/60-14 compensated a bit for the drop. 195/55-14 would have
worsened the situation."

Is he right? It seems to me that it (total tire diameter?) would make little
or no difference on bottoming out. Thanks for any tips.
