I think I know exactly what that is... on the center of your dash is the
switch to turn on/off the center vents (that is not present in later
models). This connects to a cable that runs to the drivers-side and
connects to a small control valve.
If it comes loose, you will get a flapping noise when the fan tries to blow
the air gate open. The center-vent-switchy-thing will also not function in
this case.
If you stick your head down there by the accelerator you should be able to
see it - possibly without removing any panels.
