Yes, they give you both low and high beams.  There is an overall increase in
brightness with both high and low.  If your upgrading from stock bulbs, you
will notice a big difference.  When I was running the PIAA'a it was probably
the best non-performance upgrade I did.  Also, aiming your headlights
correctly makes a big difference too.
