i don't know if it is safe or not, but my uncle was telling me about this a couple weeks ago. he said that he and his buddies would raise one end of the car, heat the springs with several blow torches, and then slowly lower the car back down to the desired level and let the springs cool. sounds pretty sketchy to me.
