Radiator fans not working? Removed your AC?

Not in my 1994 GA16DE, 1993 NX2K, or 1993.5 P10. All of them had failed
AC at one point and the fans still worked just fine. (Failed AC due to
low pressure will cut the low/hi switch and give the same result as no
AC.)

Pull the temp switch and see if both fans come on high. This will tell
you if there is a wiring fault somewhere. (No temp sensor signal = both
fans on high.)
