Exhaust, cat & emissions ?

My ? is I want to go with a 3 inch exhaust. I have to go
 and get my emissions test done and I have a gutted cat
I don't want to take the exhaust off and on for emissions.
Sooo will it do me any good to go 2.5, downpipe and cat
to a 3 inch exhaust? Or is it only benifitual if it's 3 inch from
the downpipe without the cat? What about a 3 inch cat? Has
anyone done that? I want to have my cake and eat it to.
Have any of you MD. peps with boost passed emissions?
