Brake proportioning valve issue?

Okay, when I do a skid test on dirt, the rear brakes don't lock up,
pulling them mechanically with the e-brake does work.
I'd noticed that the brakes locked up in the front way too easily before
I did the skid test..
Brake pedal doesn't feel mushy, but I only bled the rear brakes when I
changed out calipers, there doesn't seem to be any leakage, changed
copper gaskets on brake line fittings.
Could this be a bleeding issue? Or is my proportioning valve shot.. I
don't have the tool they refer to in the FSM, is there another way to
test it?
