Clear Coat?

Yes it is.  It is also very common for the clearcoat to fail due
to heavy sun exposure even if you wax it monthly.

I suspect that the repainted areas are not clearcoated.  Body shops
will use paints that do not need clear coats.  Clearcoat paint
jobs require more time, labor, and costs more.
