Technically they can.  But the laws are such that it just doesn't make
sense.  That's why we have so many excellent JDM engines available.

For the first 3 years you never have to get your car inspected.  When you
hit the 3rd year, you must drop off your car to a garage and rent a car for
about a week.  They call you when your car is ready, and when you arrive
you must just pay for whatever they did to get your car to pass the
stringent inspection.  You don't get to argue.  Repeat annually if I'm not
mistaken.

That is why people don't keep their older cars.  Some do, but you must be
*really* committed to the older car.
