Failed CA smog, need some help...

You can fit what I know about emissions systems in a radiator cap, but HC
numbers like that scream (to me) dead cat.  You may also want to temporarily
back your ignition timing off 2* next time you go to keep those NO numbers
down.

This is the part where somebody that knows way more than me steps in,
corrects my innacurate assumption, and fixes your problem with a
screwdriver tweak. :)
