Advancing the timing

since we are talking about timing, i was wondering if i could have a timing
problem;
i bought me 92 classic - first of all - had no clue as of what sr20s are
really like;
it might have something done to it - but im not a car expert;
therefore, whenever i start my engine (when cold) the rpms steady at about
1100-1200;
after a while they settle down to about 7500;
could this be because the previous owner screwed up the timing?

p.s. i also get very very bad gas mileage //about 16-18mpg
