handbrake question

I ran into a problem here with my handbrake sticking on the driver side rear
and to know if someone can help me out here.  I freed up the cable and know
it is not stuck, and turned the actuator that this spring hooks to on the
caliper but the it still seems to be a tad stuck since I can hear it hit
when the pressure of turning left presses the rotor against the out pad.  I
would greatly appreciate any help information on how to get it to release
and stop this from happening.
