Driving is a privilege anyway.  I'm not sure the kid should have
had his licensed removed, but it seems that if he didn't own
the car that it should have been towed.  If he can pull it off then
and there, I would still issue him a ticket anyway.

If you have an issue with police officers going onto private property
(his driveway) or while its parked, I would just leave a nice note.
"This is a warning, if I catch you driving with your tail lights the way
they are now, I will have to give you a ticket.  Consider this a free
get out of jail card, Officer Kick Ass".

I have no problem with what people do at home since the doesn't affect
me (hell, I don't even care if you smoke and I have to pick up the tab for
that matter when you die... if you die early you just leave more in social
security for the rest of us anyway, which offsets it a bit).  But when you
start doing it on the street where it can affect everyone's safety (especially
the poor saps who have to drive behind him) then it does become a safety
issue.

While locally we have had issues with the red light cams mentioned before.
(letting a private company get a cut of the red light cam profits, and then
finding out they adjusted the length of the yellow lights to maximize
tickets so
nobody was sure how long the yellow would last) they have found that the red
light cams don't do much from a safety point of view.  People slam on their
brakes at the first glimpse of yellow, or floor it in the hopes of getting
through
the light.  So I would rather do without this "safety item".
