I'm sure most of the cost is the special O2 sensor (if it is one).
Standard O2 sensors are very digital in output, they slam between two values
depending on if the mixture is rich or lean.  Wide range O2 sensors are
expensive.  I've read the Horiba sensor used to tune engines is about $400
and only lasts for I think less than 100 hours.
