Arizona is a part of the Southwest region, as is Socal.  For Socal to host
the convention in 2003 would mean that the Southwest region gets it two
straight years.  That's not exactly fair.

There is nothing in the bylaws that excludes this, though.  If SoCal wants
to be considered as a host for 2003, then the individual who will head up
organizing the convention will need to submit a proposal.
