code 1106

'95 G20 automatic transmission, completely stock, 150K miles.

I have an engine code 1106, which is apparently an "A/T fourth signal" problem, whatever that means.  More concretely, the trans will not shift out of 2nd.

Does anyone know what this code means (in English) and what is the fix? I changed the trans fluid on the off chance it might help.  It didn't.
