Horn Broken, Watch for Finger

My '01 SE's horn doesn't work, and hasn't for weeks (it's been cold and
I've been lazy).  I can't honk using the horn button on the steering
wheel, and it doesn't honk when I lock the doors with the key fob.  Both
fuses labeled "HORN" in the fuse box under the hood are fine, and I don't
have a DVM to test the relay.  Do you think the 3-year-old relay could be
at fault, or is there something else I should look at?
