Underdrive Pulleys

I just got the 2 pulley set by Unorthodox Racing. (thanks Greg V)

1. How long should I allow for this install? This is for an average DIY
who is generally slow...

2. The instructions say that "the crankshaft pulley is equipped with a
steel sleeve that the engine oil seal rides. check to make sure that the
sleeve is on the pulley... ... or serious engine damage could occur."

What exactly should I be looking for? This is an integral part of the
pulley, and not some loose piece that could fall off, right?
