Joel, Well, if you have the fuel lines hooked up correctly (which I assume you do). You have the signs of a faulty fuel pressure regulator. Yes, the top of the FPR should turn. Does the fuel pressure drop after you turn the key off also? It should hold fuel pressure after the key is turned off. I hope this helps you some, Jon
