Emissions (long - but need advice on somthing new)

So, since all this thing does is add air into the exhaust system, it doesnt
really matter where i put it right?   so i could do my little "insert" idea
as a quick fix to run the tube in before the cat?

what happends if i just plug the vacum tube that goes to the PAIR
valve..would that help the running rich thing a little, or would it not do
anything at all?
