That is what I thought but wanted to make sure before I went monkeying
around in there...
The plate... I'll probably hold off and jut go with the ghetto fix for now..

You disconnect the hose between the two valves and plug it closed on the
right valve. That is the BPT valve that controls the EGR valve and will
appropriately disable the EGR valve. You can completely remove it all
and use a block off plate for the EGR valve and for the EGR Tube.
