Pretty much.  Most techs will want you to be more specific, but in many cases
that's not necessary.

Funny story from my kart racing days....

At one race (national race) the girlfriend of one guy who is a major
manufacturer went up to the guy who won the race after she filed a protest and
said with her nice southern accent "I just want you do know, I don't have a
problem with your engine, but you're ruude (hold the "u" for a second) and I
want you torn down."  Turned out he *was* illegal. :-)

Only if his/her peers thinks he/she is a weenie.  In some circles this would
happen and in others, they figure it's just part of the game.  Don't try to
protest another competitor racing in IT in Texas if you don't want to be
ostracized.

If the protest is filed legally, they don't have a choice.

This is a stretch, but I can remember in Tennis tournaments that I used to
play, that if you thought a guy was cheating on line calling  (before the
semis), you could request a line judge, but the judge would watch your lines
and the opponents.
