14 psi fuel pressure (help)

I got my 1996 200sx SeR started yesterday with the fmax stage 2 and JWT 4bar
program. THe problem that i am having is my fuel pressure gauge only reads 14
psi. I have the walbro 255l hp pump and an sx regulator. I cant get the
pressue to, rise or fall, turninig the sx reg. up or down. And now when i go
to turn the adjuster bolt no the regulator it will stick in some places to the
point where its nearly impossible to turn.(its not cross threaded). I need
help please
