Negotiate insurance claim? (was My black Classic possibly stolen)

The insurance company has made their offer on the claim for my stolen 92
Classic, but it seems low.

What's the best way to negotiate it -- deal verbally with the adjuster,
write a formal counterproposal, or what?

Unfortunately the City junked what was left of the car without any photos or
witness, so I can't prove what great shape it was in, other than maintenance
and routine replacement parts receipts, which they've already got.
