Why not take the line out of the TB and feed it to the turbo and then from
the turbo back to the engine?  You don't want to tee off - if you do the
coolant will mostly take the least resistance path which may not be through
your turbo.

FWIW, the TB is intentionally heated to prevent possible throttle sticking
due to icing. (the temperature of the air drops due to the pressure
differential across the throttle plate which can be drastic enough to form
ice)
