I had the problem too. I used a pry bar stuck in there to pop the
caliper loose. Then when I had the wheels off recently, I sprayed
Kroil all over the levers and springs and such, and cycled the e-brake
handle a bunch of times. The e-brakes have worked perfectly now for
months.
