I don't know how much oxygenates are added to make winter fuel in your
area, but the effect isn't that big.  Most oxygenates will have about 1/3
fewer BTUs/gal than straight gasoline.  A simple calculation estimates a 2%
-4% power loss for 5%-10% oxygenate addition.
