That is the start switch that does that.  The one you need to
adjust is the stopper (or clutch switch for cruise equipped
cars).  You can adjust this and it will make the pedal raise
and lower from its *UNDEPRESSED* height.  This gives you more
or less adjustment in the engine bay and adjusts the height
of the pedal when not depressed.
