That's because they aren't testing for NOX.

The EGR (as I understand it) mainly reduces NOX.  More and more communities
are testing for NOX though.  Unfortunately, in Houston they started testing
for it after I installed the DET.  However, I have heard that there are
folks with DETs who have passed NOX without EGR.  I'm probably going to try
it this month (a month ahead of when I must test) to see if I can pass. :-)
