So, if you start with air that is colder before it is compressed, it will
reach a lower peak temperature and come out of the intercooler at a lower
temperature than a WAI setup.

Thinking back to turbo era F-1 cars, they utilized a Ram Air CAI setup to
feed the turbos, and you know they would not do it if it did not offset the
drag penalty induced by the scoops.
