Negative.  Many seat belts use a pendulum mechanism that only locks the
reels when the vehicle decellerates quickly, and have absolutly no
relation to force applied to the belt (bodies moving against it or hands
tugging).  I am most familliar with (used to) pendulum types, which were
in all of my previous vehicles.
