HELP w/ timing chain issue

You might have had it at TDC for #4.  If the distributor was 180deg off,
this sounds like what was happening.  The crank will show 2 TDCs, 1 when #1
is at TDC, and the other for #4.  Put the crank at TDC, then line the cams
up.
