It can be done but the cold weather alone you may not need
the water.  The air entering the compressor is already pretty
cold then it goes thru your IC which is super cold too.  I've
been getting away with 14psi in the cold weather no problems
without the H20.  Since its warming up I'm finally hooking it up.

The directions from Aquamist say you can run Alcohol in cold
weather to prevent freezing.
