cam install question

I just finished installing cams in a '94 se-r.  When I tightened the cam
bearing caps passed 5 lbs/ft the cams would not rotate at all without using
excessive force.  So I left them tightened at about 3-4 lbs/ft.  Does anyone
know if the cams should be that hard to turn when the bearing caps are
torqued properly (6-8 lbs/ft)?  By the way, the cams I took out would rotate
pretty easily.  The car runs good now, but I am scared to drive it hard
until I know for sure.

To answer another topic I saw on here- I dropped the chain a few times and
it never came off the crank sprokets- maybe I was just lucky.
