ya ive figured the TMIC should go, im pretty set on a Forge FMIC. im having
a lot of thoughts right now though...

1) since i have the GA16DE engine i will have to get a lot of the parts from
the DE to put on the DET. i havent calculated the entire cost yet, but im
sure it will run me up quite some money. plus the BB DET engine, sr20de
manual tranny (want to do the auto to manual conversion), ecu, wiring
harness, etc...
2) get a SR20DE and get a hotshot turbo kit w/ a T3/T4 turbo. (not sure if
its safe enough to run with stock internals, but a head gasket to lower the
compression)

what do you guys think which route i should take? more cost efficient that
is, and at the same time achieving around 220-250 whp.

Your goal of 200 whp should be pretty easy. Only part that scares me about
upping the boost would be the tmic setup. I think some guy mesured this not
too long ago and (with no hood scoope tho) and was only something like 10
percent effective.
If you're set on the bb motor then get the kit to front mount the
intercooler or make one yourself.
